Layton W. Freborg, a dedicated public servant and respected figure in North Dakota politics, passed away on February 20, 2026, at the age of 92, due to complications from Alzheimer's disease. Freborg's extensive career was marked by nearly four decades of commitment to his constituents and the state of North Dakota, leaving an indelible legacy of service and leadership.
Born on May 13, 1933, in Underwood, North Dakota, Layton was raised in the community he would later serve with distinction. He graduated from Underwood High School in 1951 and married Delilah Jane Walcker on December 29, 1951. Together, they built a life in Underwood, raising five children. Before his legislative career, Freborg was a successful general contractor, establishing Freborg Construction in 1961, and also worked in lumber retail.
Freborg's political journey began with local service, including 14 years on the Underwood School Board, where he eventually served as president. He then transitioned to state politics, representing the 8th District in the North Dakota House of Representatives from 1973 to 1976 and again from 1979 to 1982. His dedication to public service continued as he was elected to the North Dakota State Senate, where he served from 1985 until his retirement in 2012. During his tenure in the Senate, he notably chaired the State Senate Education Committee from 1995 to 2012.
Beyond his legislative duties, Freborg held significant leadership roles, including Chairman of the North Dakota Republican Party from 1985 to 1991. His influence extended nationally with a presidential appointment to the National Advisory Council of the U.S. Small Business Administration in 1990. He was also a delegate to National Conventions and a member of the Lignite Research Council, demonstrating a broad engagement in public policy and party affairs.
Layton Freborg was known for his unwavering faith and applied his beliefs to his work in the Senate. He was a devoted member and past president of the Underwood United Methodist Church. He cherished time with his family, enjoying annual vacations and moments at their summer home on the Freborg farm west of Underwood, and their winter home in Port Isabel, Texas. His life was a testament to his dedication to family, faith, and the people of North Dakota.
