He earned his Bachelor of Science degree from the University of Maryland in 1963 and served in the U.S. Army Reserves from 1963 to 1969. Prior to his political career, he established himself as a successful insurance agent, further enhancing his expertise by becoming a Chartered Life Underwriter in 1977.

Derr's political journey began in 1982 as a member of the Republican Local Central Committee. He was appointed to the Maryland Senate in 1983 to represent District 3, which encompassed parts of Frederick and Washington Counties, following the passing of the incumbent. He was subsequently elected to a full term in 1986 and continued to serve until 1999. During his tenure, he rose to the influential position of Minority Whip from 1996 to 1999, demonstrating his leadership within the legislative body.

He was a past president of the Frederick Jaycees, an organization that recognized him as a Jaycee International Senator in 1977.
