Cheri Kay Colucci

Cheri Skinner Colucci, 62, passed away peacefully at her home in Salt Lake City, Utah, on March 6, 2026.

Cheri was born in Amsterdam, Idaho, and graduated from Filer High School. She went on to earn her bachelor's degree Summa Cum Laude from Weber State University, where she was honored with the Crystal Crest Award, before earning her Juris Doctor from the University of Utah's S.J. Quinney College of Law. Cheri built a respected legal career as an Associate Attorney at Richards, Brandt, Miller & Nelson, then at Ray, Quinney & Nebeker, and later as an in-house Attorney for Union Pacific.

But what Cheri was truly known for was her heart. She believed there was no obstacle that couldn't be overcome, and she brought that same determination to everything she cared about, including helping others. Each year, she spent weeks baking and preparing for community Christmas parties, gathering gifts through Secret Santa programs for those in need. Anyone who knew Cheri knew her generosity had no limits; if you needed help, she was there.

Cheri is reunited in death with her mother, Mary Kay Berg; her father, Ewing Skinner; and her husband, Steven Colucci.

She is survived by her son, Andrew Hougaard, and daughter, Brittany Hougaard; and her siblings, Jeff Skinner, Stuart Skinner, Julie Belin, and James Skinner.

Cheri's legacy is one of kindness, excellence, and a tireless commitment to making things better for the people around her. She will be deeply missed and forever remembered.

I met Cheri at Weber State when she was a student. She was an excellent student and received a number of awards for her scholarship such as the Crystal Crest Scholar of the Year award. She was involved in the Honors Program, and she was also politically active on campus. After she left campus, I would still see Cheri from time to time, and it was always a pleasure to see her. Cheri loved to cook, and she was a talented chef; I enjoyed her cooking, although that was all to infrequent. I extend my sympathies to Cheri's family and friends during this time of loss.

I met Cheri nearly 40 years ago when she was an undergraduate student at Weber State University and she worked as a student employee in my department. She formed close, life-long friendships with two other work colleagues; their birthdays were each one year apart and Cheri was the youngest of the three. She took great delight at reminding these women that she was the “baby” of the trio as birthdays rolled around, especially during those milestone birthdays of 40, 50 and 60. Cheri maintained her Weber State friendships over decades and was eager to get together regularly for breakfast, Christmas lunches, or any other reunion opportunity. At these reunions, Cheri spoke often of her children, Brittany and Andrew, and how proud she was of them and all they had accomplished as young adults. Cheri was multi-talented, incredibly intelligent, funny, loving, devoted to friends and family, and passionate about righting what was wrong in the world.
