In 1977, Blake joined the Office of the United States Attorney for the District of Maryland, serving as an Assistant U.S. Attorney from 1977 to 1983. She then became first assistant from 1983 to 1985, when she was appointed by the court to serve as United States Attorney, the top federal prosecutor in Maryland, a position she held until 1987.
